PROBLEM TO BE SOLVED: To provide an electro-optic device in which the thickness of an organic functional layer in a light-emitting region is almost uniform, to provide its manufacturing method, and to provide an electronic device. SOLUTION: The electro-optic device 10 comprises a first electrode 12, an insulating film 14 having an opening 14a corresponding to the first electrode 12, a bank 16 which is formed on the insulating film 14 and surrounds a range corresponding to the opening 14a, an organic functional layer 18 which is formed by arranging a droplet within the range surrounded by the bank 16 and which has a light-emitting region 18e corresponding to the opening 14a, and a second electrode 20 covering the organic functional layer 18.
