<P>PROBLEM TO BE SOLVED: To sufficiently ensure security of an RFID (Radio Frequency Identification) device. <P>SOLUTION: A transmitting/receiving section 13 receives an inherent ID and an identification value from an RFID device A. A storage section 15 stores a previously stored predetermined calculating formula and the received inherent ID and the identification value. A control section 23 compares match/mismatch between the determination value obtained by substituting the inherent ID into the calculating formula and the identification value based on the stored inherent ID and identification value.
