<P>PROBLEM TO BE SOLVED: To provide a motion picture coding apparatus capable of realizing time division parallel encoding. <P>SOLUTION: An input motion picture signal is divided into a plurality of segments each, including continuous frames (S102) and independently encoded for the unit of a divided segment (S103), encoded data encoded for the unit of a segment are coupled, and final encoded data are generated (S105). Each divided segment is divided into a plurality of picture groups BP, with each including a plurality of continuous frames and is then encoded.
