PROBLEM TO BE SOLVED: To provide a cell gap measuring device accurately measuring a cell gap of a liquid crystal cell after filling a liquid crystal and a phase difference detecting device used for the same. SOLUTION: The phase difference measuring device includes a light source unit 30 which makes polarized light incident on a sample 1 whose birefringent state is changed depending on an electric field, a detector 36 which selectively receives only the polarized light component in a specific direction out of the exit light emitted from the sample 1 and an arithmetic means which calculates the phase difference of the sample 1 based on the light intensity of the light received by the detector 36, wherein the phase difference measuring device has flat plate electrode elements 4a, 4b for applying the electric field to the sample 1.
