PROBLEM TO BE SOLVED: To provide an optical add-drop multiplexer in which the intensity ratio of the light emitted to one emitting waveguide to the light emitted to another emitting waveguide can be arbitrarily changed. SOLUTION: The optical add-drop multiplexer has: a multimode waveguide 2; an incident waveguide 1 which propagates light at a single mode and inputs the light into one end of the multimode waveguide 2; two emission waveguides 6A and 6B from which the light propagated in the multimode waveguide 2 is guided at a single mode; a pair of individual electrodes 3A and 3B provided near the respective side edges on one face of the multimode waveguide 2; and a grounding electrode 4 provided on the other face of the multimode waveguide 2, wherein the multimode waveguide 2 has a length in which 3(n+1) bright points are generated at the central part and both side edge parts by the light made incident from the incident waveguide 1, the individual electrodes 3A and 3B are provided on a pair of the bright points at the most upstream side, and the emission waveguides 6A and 6B are connected to the positions where a pair of the bright points are generated at the most downstream side in the multimode waveguide 2.
