PROBLEM TO BE SOLVED: To save time and cost of mixing arbitrary ratios of four types of inorganic components, sodium, magnesium, calcium, and chlorine, as emulsifiers, into an emulsion oil, which has been conventionally performed. SOLUTION: Disclosed are a method and an apparatus therefor in which particulates discharged whenever a diesel engine is operated are caught and collected to purify an exhaust gas; the particulates of lampblack are made hydrophilic with the generation of negative ions by the Lenard effect produced by bringing them into contact with finely atomized water to thereby form an India ink solution of the resulting water soluble products; and the ink solution is mixed with an arbitrary ratio of heavy oil to produce an emulsion oil.
