PROBLEM TO BE SOLVED: To provide a heat ray reflective substrate having both high transparency and excellent heat ray reflective characteristics, and excellent antiweatherability, and also to provide a method for manufacturing it. SOLUTION: The heat ray reflective substrate 10 is formed by arranging a tin-added indium oxide film (heat ray reflective film) 12, a heat-resistant film 13, and a silicon dioxide film (weather-resistant film) 14 successively laminated in this order on a substrate 11.
