PROBLEM TO BE SOLVED: To avoid a mis-operation of a rewriting program by transferring a rewriting program to a volatile memory of an electric power steering control device. SOLUTION: Transfer control means of an external connection device transfers a rewriting program for rewriting a program of a non-volatile memory to a volatile memory. Start means gives instructions for starting the transferred rewriting program to the electric power steering control device, and the transfer control means transfers a second program to the electric power steering control device after the rewriting program is started, and rewrites a first program of the non-volatile memory into the second program.
