A service setup and retransmission method of an ACR(Automatic Call Router) is provided to enable the ACR not to operate temporarily or periodically for a user who uses a low-cost designation number, a designated local code or a designation time discount service, so that the user can use both discount service and communication charge saving service of the ACR. When an ACR is connected to a cellular phone, control setup for limiting a communication charge saving service is inputted(S200,S205). A state of the cellular phone is monitored(S210). If the state refers to a call attempt, a key value inputted from a keypad of the cellular phone is received and analyzed(S215,S220). If the control setup is applied, the ACR does not operate and a communication provider of the cellular phone is connected(S225,S230).
