PROBLEM TO BE SOLVED: To provide a cleaning detergent which is capable of removing both oily and water-soluble stains, keeps an emulsified state formed by a dry-cleaning solvent and special water for a long period of time and further can easily separate the dry-cleaning solvent and water, and a washing machine using the cleaning detergent for keeping the emulsified state. SOLUTION: The cleaning detergent is prepared by mixing the special water, the dry-cleaning solvent and a castor oil, wherein the special water is prepared by passing water first through an ion-exchange resin and then through a mixture of tourmaline 46 and a metal 48. The weight ratio of the special water to the dry-cleaning solvent is from 40:60 to 60:40, and the weight ratio of the castor oil to the dry-cleaning solvent is≥3:100.
