PROBLEM TO BE SOLVED: To provide an airbag capable of largely reducing labor in manufacture; and an airbag device having this air bag. SOLUTION: This airbag device has the airbag 14 restricting an occupant and a gas generator 15 stored in the airbag 14 and inflating the airbag 14 by jetting gas. The airbag 14 is composed of a web of a required plane shape. A substantially sealed space is formed by bending and closing this web 14A so as to wrap the gas generator, and a closing state is held by inserting a stud bolt of the gas generator through an insertion hole 146 in a part overlapping with a closing position of this web 14A.
