PROBLEM TO BE SOLVED: To provide a distributed IP-PBX system in which even when an IP-PBX is out of order, damage thereof can be suppressed to a minimum and further, a processing time in each IP-PBX, namely, a voice delay time can be suppressed to a minimum. SOLUTION: The distributed IP-PBX system is constituted of IP-PBXs 1-5, IP telephone terminals 101-600, HUBs 7-11 accommodating the IP telephone terminals 101-600 in a network constituted of a transmission medium 6, and management devices 12-14. In such a case, the management devices 12-14 monitor each other at all times to confirm normality with each other and are configured to have such redundancy that if the management device 12 is out of order, the management device 13 functions, or if the management device 13 is also out of order, the management device 14 functions as the management device 12.
