PROBLEM TO BE SOLVED: To provide a method and apparatus for essentially improving the hair root, by growing a capillary vessel toward the surface of the scalp, thereby increasing the subcutaneous blood flow. SOLUTION: The blood flow of the scalp can be promoted by immersing the scalp in a concentrated warm carbonated water having a carbon dioxide gas concentration of≥500 ppm at≥30°C for≥5 min, thereby improving the blood flow of the subcutaneous capillary vessel and activating the metabolism of the scalp. The subcutaneous capillary vessel is supposed to grow toward the scalp by performing the promotion method every day and activate the action of the hair root to effect the permanent improvement of the hair growth. The head bath with the concentrated warm carbonated water is easily and comfortably carried out without forcing a painful posture by attaching a hemispherical bowl vessel 1 to the head of a person laying on the back, concentrated warm carbonated water is poured and circulated into the vessel 1 and the scalp is brought into direct contact with the concentrated warm carbonated water for≥5 min.
