PROBLEM TO BE SOLVED: To provide an IC determination unit that is easy to distribute to other entities and over a wide area and can ensure a short development period, reduce development costs and high quality.

SOLUTION: The IC determination unit for implementing entry/exit determination processing by radio communication data exchange with ICs separates high speed railroad line IC determination software for implementing entry/exit determination processing for high speed railroad lines and existing railroad line IC determination software for implementing entry/exit determination processing for existing railroad lines.
