PROBLEM TO BE SOLVED: To provide an image display apparatus equipped with a frame rate converter (FRC) portion, capable of preventing deterioration in image quality of a telop section, in particular. SOLUTION: An FRC portion 100 comprises a motion vector detection portion 101 and an interpolation frame formation portion 102. The motion vector detection portion 101 comprises a frame delaying portion 1 for delaying an input signal by one frame, an initial displacement vector selecting portion 2 for selecting and outputting an initial displacement vector used for vector detection, a motion vector operation portion 3 for detecting a motion vector using the initial displacement vector, a vector memory 4 for saving the vector detection result, and a telop information detection unit 5 for detecting a region including one or more telops and its moving speed using the vector detection result of a previous frame supplied from the vector memory 4. A vector detection accuracy of a telop section can be improved, by applying the detection result of the telop information detection unit 5 to processing in the initial displacement vector selecting portion 2 and/or the motion vector operation portion 3.
