W/O/W EMULSION COMPOSITION

Disclosed is a W/O/W composite emulsion composition composed of an intern al aqueous phase, an oily phase and an external aqueous phase, wherein the i nternal aqueous phase contains an ionic physiologically active substance and a physiologically acceptable compound which has a molecular weight of 1000 or smaller and can produce a polyvalent (two or more valency) counter ion fo r the ionic physiologically active substance. The emulsion composition can e ncapsulate a useful substance in its internal aqueous phase stably and at a high encapsulation rate, and is highly safe.
