PROBLEM TO BE SOLVED: To provide a fixing device which is capable of preventing the occurrence of an image shift without increasing the total load P1 of the first nip portion of the other, even when the total load P2 in a second nip portion on a fixing nip exit side is increased for improving the separation performance of a paper, and to provide an image forming apparatus. SOLUTION: In the fixing device, when the total load with respect to a fixing roller by a pressing means in the first nip portion of the fixing device is defined as P1, the total load with respect to the fixing roller by a separating means in the second nip portion is defined as P2, the friction coefficient between a fixing belt and the sliding surface of the pressing means is defined asμ1, and the friction coefficient between the fixing belt and the sliding surface of the separating means is defined asμ2, the conditional expressions of P1×μ1>P2×μ2 andμ1>μ2 are satisfied.
