PROBLEM TO BE SOLVED: To provide an operating mechanism for a timepiece that can suppresses the amount of protrusion by miniaturizing an operator, such as a winding crown which is movable to the side of a timepiece case or to the reverse side, and to provide the timepiece. SOLUTION: The operating mechanism for the timepiece includes forming an annular recess 4E along the outer periphery of a shaft part 4A on an operating part 4B of the winding crown 4; providing a packing 80 on a side closer to the outside of the timepiece case than on a part connecting a winding stem 38 to the shaft part 4A of the winding crown 4; and providing an annular extension part 71A that extends up to the inside of the annular recess on a winding stem pipe 70, by extending along the inner face of the pipe 70.
