PROBLEM TO BE SOLVED: To improve comprehensiveness of safety confirmation of a monitored person. SOLUTION: In this action monitoring device 101, a receiving part 901 has a function for receiving various kinds of pieces of information transmitted from management devices 110 of the respective stations. A detection part 902 has a function for detecting entry and exit of the monitored person from a point in the middle of an action scheduled section unique to the monitored person selected from a transportation network. A decision part 903 has a function for deciding appropriateness of the entry and exit from the point in the middle of the section detected by the detection part 902. A determination part 904 has a function for determining a notification message given to persons relative to the monitored person as a message with the contents corresponding to the decision result decided by the decision part 903. A transmitting part 905 has a function for transmitting the message determined by the determination part 904 to e-mail addresses of the persons relative to the monitored person.
