PROBLEM TO BE SOLVED: To reduce the labor of a modulation analysis of a signal to be measured. SOLUTION: This signal measuring device 30 for measuring an output signal output by an object 2 to be measured to which an input signal generated based on an ideal symbol point includes a symbol point measuring part 34 for measuring a measuring symbol point being a symbol point of the output signal, and an EVM (error vector magnitude) measuring part 38 for measuring the accuracy of the output signal on the basis of the ideal symbol point corresponding to an ideal value of the output signal and the measuring symbol point, wherein the ideal symbol point is known before the output signal is output.
