PROBLEM TO BE SOLVED: To provide a communication system for reducing a cell radius until a portable terminal exists only in the cell by configurations totally different from a conventional manner. SOLUTION: A cell radius is set so as to be maximized by a super-compact base station (HomeBTS) 24. Then, the number of communicatable set base stations (BTS) 21 to 23 is announced from portable terminals 31 to 33 existing in the periphery of the super-compact base station 24. Then, when the portable terminals capable of communicating with the plurality of set base stations exist, the cell radius is set so as to be extremely small in the super-compact base station 24. Then, the number of communicatable set base stations is re-announced from the portable terminals existing in the periphery of the super-compact base station 24. This is executed until any portable terminal capable of communicating with the set base stations does not exist, and the cell radius is set as the radius when any portable terminal does not exist.
