PROBLEM TO BE SOLVED: To easily set the configuration or change of the group of terminals to be simultaneously called. SOLUTION: The call control system 10 is incorporated in a telephone network, and provided with: a subscriber database 20 which stores information specifying a slave unit terminal 50 to be made correspond to a telephone number assigned to a master unit terminal 40 as a group; and a call controller 30 for performing call control. The call controller 30 is provided with a transmission signal receiving part 31 for receiving a transmission signal including the telephone number of the terminal at a transmission destination from a transmission terminal 70; a slave unit specification part 32 for specifying the slave unit terminal 50 by referring to the subscriber database 20 based on the telephone number included in the transmission signal; and a calling part 33 for transmitting a call signal to the master unit terminal 40 and the salve unit terminal 50; and a call connection establishment part 34 for receiving a response to the call signal from any of the terminals to which the call signal has been transmitted, and for establishing call connection between the terminal which has made a response and the transmission terminal 70.
