PROBLEM TO BE SOLVED: To execute a transaction to be always given top priority among transactions in standby states. SOLUTION: When a transaction of a transmission instruction occurs, a transmission server 101 side adds information about a business type and a processing type, and stores it into a FIFO processing queue 103. When transmitting data 108, the transmission server 101 side determines priority order inside the FIFO processing queue 103 according to the business type instead of temporal FIFO processing in simple transaction occurrence order, and determines priority order among the transactions of the same business type in the processing kind. Thereby, the transaction to be always most preferentially instructed is selected from the transactions each having the standby state in the FIFO processing queue and is executed. When a reception server 102 receives the transmission data 108, the reception server 102 sends a return code 109 back to the transmission server 101 by a file transmission software 111.
