The device has a buffer stop (25) disposed on the circumference of a free end of a cord section, such that the free end strikes the stop before contacting with a reception surface when the device is functioning. A plate (24) disposed at a radial end (21) of a rotative conduit (2) is formed of a cord guide roller in an output of the rotative conduit. A knife (31) is disposed on an arm (3) fixed with respect to the rotative conduit. An independent claim is also included for a method for realizing a reinforcement for a tire.
