The device (1) has a lever apparatus with pivoting arms (31A, 31B), which serve to lift and lower a load e.g. pallet jack or pallet. The apparatus is connected with connecting rods (22) by hinges (41A, 41B). A stable base device (10) is positioned in a vehicle storage space or on a cargo handling place by mounting units. The base device has base profiles (11A, 11B), which are parallel to each other and are connected with each other by a cross bar (12). Two sets of hinges (42A, 42B) are provided at ends of the profiles and are connected with the arms and drive units (2A, 2B), respectively. An independent claim is also included for a pallet jack comprising a towing bar.
