An apparatus and a method for an MBS(Multicast and Broadcast Service) in a BWA(Broadband Wireless Access) communication system is provided to enable each BS(Base Station) to easily execute time synchronization for broadcasting traffic, without the necessity of additionally performing fragmentation or packing, as an upper system previously packetizes MBS traffic in accordance with radio section information and transmits it to each BS. An apparatus for packetizing MBS traffic in a wireless communication system which provides an MBS comprises a control part(400), a fragmentation part(408), a header creation part(410) and a transmission part. The control part determines packet size and a packet cycle, based on an MBS traffic rate and radio section information. The fragmentation part segments MBS traffic according to the determined packet size. The header creation part creates headers respectively for the segments of the MBS traffic, adds the created headers, and creates customized MBS packets. The transmission part transmits the customized MBS packets to BSs in consideration of the determined packet cycle.
