An apparatus and a method for monitoring a heavy water leak at CANDU(CANada Deuterium Uranium) plants using a mass spectrometer are provided to measure concentration of heavy water using a mass analysis method. An apparatus for monitoring a heavy water leak at CANDU plants using a mass spectrometer includes a reactor(10), a syringe pump(30), a mass analyzer(40), and a control module(50). The syringe pump continuously supplies a certain amount of samples to a sample reactor(20) to continuously measure the samples. The reactor is a transparent quartz tube which is filled with chrome and silica quartz wool disposed under and on the chrome. The reactor is provided with a plurality of quartz tubes in which a large amount of chrome chips are placed.
