A filter and a display device having the same are provided to improve a dark/bright contrast by improving an external beam reflection prevention performance of the filter. A filter includes a reflection reduction layer(10), a base film(20), an adhesive layer(40), and a shielding layer(30). The reflection reduction layer is arranged on an outermost area of the filter. The base film is arranged at the rear of the reflection reduction layer. The adhesive layer is arranged at the rear of the base film. The shielding layer is arranged in the adhesive layer. The reflection reduction layer is formed by laminating plural thin film layers. A refractive index of a first layer of the plural thin film layers at an outermost area is smaller than the refractive index of a second layer which is contacted with the first layer.
