A character input device of a terminal and a character input method are provided to enable a user to input desired characters sufficiently even by using the smaller number of keys than a general character input device, thereby more realizing miniaturization and lightness of the terminal. A key input unit(106) consists of a mobile key(116) used to move a focus for selecting one of plural characters assigned to particular keys, and function keys(118) preset to perform particular functions. A display(104) consists of an area where characters set to respective keys are displayed, an area for displaying information on the currently set input mode, and an area for displaying characters selected for inputting by a user. A controller(100) determines an input mode of a character in accordance with an inputted key, displays characters individually assigned to at least a portion of the keys of the key input unit according to the current input mode, sets a focus by selecting one of characters in accordance with input of the mobile key, and decides a character where the current focus is set as a character that a user selects to input.
