A visited subscriber management system and a method thereof are provided to previously and effectively cope with a call congestion situation due to an increase in the number of visited subscribers by enabling a BSM(Base Station Manager) to preferentially monitor a shift of visited subscribers for each BTS(Base station Transceiver Subsystem) and to previously notify a system operator of it. A visited subscriber management system comprises BSCs(Base Station Controller)(300) and a BSM(400). Each BSC controls a plurality of BTSs(200) which transmit and receive radio signals with mobile terminals(100), collects visited subscribers' location registration request messages from the BTSs through a CCP(Call Control Process), and transmits the collected messages through a CMEAX(Call Control Processor Management) block according to a preset period. The BSM receives location registration request messages which are transmitted from a plurality of BSCs in an identical service area, and monitors a shift of visited subscribers. In case the number of visited subscribers exceeds a preset value, the BSM notifies a system operator of it.
