A seat belt locker is provided to protect a seat occupant by locking a seat belt of the seat occupant when a distance between vehicles is not ensured. A seat belt locker includes a motion picture camera(10), a picture recognizing unit(20), a picture frame extraction unit(30), a frame storing unit(40), a frame comparing unit(50), a speed sensing unit(60), a comparative speed set unit(70), a speed comparing unit(80), and a protection unit(90). The motion picture camera is arranged in a vehicle, and takes pictures of other vehicles. The picture recognizing unit recognizes the size of the picture taken by the motion picture camera. The picture frame extraction unit extracts the frame of picture recognized by the picture recognizing unit. The frame storing unit stores the picture frame extracted from the picture frame extraction unit and a comparative frame. The frame comparing unit compares the picture frame extracted from the picture frame extraction unit and the comparative frame stored in the frame storing unit. The speed sensing unit senses the speed of the vehicle. The comparative speed set unit sets and stores a comparative speed. The speed comparing unit compares the comparative speed stored in the comparative speed set unit and the speed sensed by the speed sensing unit. The protection unit locks a seat belt when the frames compared by the frame comparing unit are matched and the speed of the vehicle is matched to the comparative speed.
