A protective layer and a forming method thereof are provided to remarkably reduce power consumption of a plasma display panel by lowering a plasma discharge firing voltage. Scan electrodes(20) and display electrodes(30) are spaced apart from each other at a predetermined interval on a glass substrate(10), and serve as discharge sustain electrodes(100). Each of the scan electrodes and each of the display electrodes are composed of transparent electrodes(20a,30a) and bus electrodes(20b,30b) partially formed on the transparent electrodes. A dielectric layer(40) is formed on the upper portion of the glass substrate comprising the scan electrodes and the display electrodes. A protective layer(200) having a first MgO layer(50), an oxide layer(60) and a second MgO layer(70) is formed on the dielectric layer.
