A method for forming sanitary foam in a sanitary container is provided to form a thick foam layer including chemicals or medicines added in foam for emitting fragrance, deodorizing, cleansing, preventing infection, applying sanitary treatment, lubricating, and giving tenacity and durability in a sanitary container. A method for forming sanitary foam in a sanitary container is used to form a thick foam layer(13) on the surface of a water seal(11) by spraying foaming chemicals(10) directly on the surface of a water seal in a toilet bowl, or, spraying foaming chemicals to a container(12) and forming a mixture, and then pouring the mixture into a toilet bowl.
