摘要 <p>An apparatus and a method for allocating frequency resources in an OFDMA(Orthogonal Frequency Division Multiple Access) mobile communication system are provided to increase the flexibility of frequency resource allocation by allocating frequency resources so as to acquire frequency diversity gain for partial frequency bands not the entire frequency band. One hop group contains a plurality of hop units, the least frequency resources which can be allocated at a 2-dimensional domain composed of a time domain and a frequency domain. The whole frequency band of an OFDMA mobile communication system is segmented and created into subbands. A BS(Base Station) allocates at least one hop unit to each MS(Mobile Station). The BS executes permutation for the hop units of each hop group, based on the first permutation sequence. The BS allocates the hop units of each hop group to associated subbands. The BS carries out permutation for the hop units of each subband according to the second permutation sequence. The BS determines the locations of the hop units, permuted according to the second permutation sequence, as the locations of physical subcarriers which are allocated to MSs.</p>
