A solvent based coating removal composition comprising: A) an alkoxylated aromatic alcohol; B) an organic etch inhibitor; C) an inorganic base; D) a corrosion inhibitor comprising at least one heterocyclic aromatic component; and optionally, E) chelating agents, thickeners, surfactants, and mixtures thereof is provided. The coating removal compositions are useful in cleaning coatings such as paint from substrate surfaces and may be formulated to be essentially free (or, preferably, entirely free) of organic solvents classified as volatile organic compounds or HAPS.
