A surface-modified amine-based curing agent is provided to cause no side reaction with an epoxy resin when the curing agent is covered with a sheath part composed of epoxy resin, thereby improving storage stability of a masking type hardener. A surface-modified amine-based curing agent includes: a core comprising an amine-based curing agent having a reactive amino group; and an outer layer blocked by a group in which the reactive amino group present on the surface of the core has a carbamate bond. A masking type hardener includes: a core part comprising the surface-modified amine-based curing agent; and a sheath part which covers the core part and is composed of an epoxy resin.
