A transition metal catalyst for preparing ethylene homopolymers or ethylene-olefin copolymers is provided to be very economically synthesized as a synthesis route is simple, and exhibit high activity in olefin polymerization. A transition metal catalyst for preparing ethylene homopolymers or ethylene-olefin copolymers has a structure represented by the following formula 1, and comprises a cyclopentadiene derivative and at least one anionic ligand around a transition metal, wherein the ligands are not cross-linked with one another. The anionic ligand comprises an aryl group having an aryl derivative substituent in the ortho position. In the transition metal is titanium, zirconium, or hafnium.
