A QoS(Quality of Service) control method in a mobile communication system and a device thereof are provided to classify characteristics of users and to ensure QoS by setting the current data service usage environments to parameters, in order to offer suitable QoS by using limited radio resources. When a mobile terminal starts an initial driving action, a wireless signal measurement period is set(302), and an RSSI(Received Signal Strength Indicator) is measured from a user terminal(304). If the user terminal is located in a management area, receiving signal alterations for the terminal are calculated(306,308). If the measured alterations are indicated in decreasing direction, QoS-related parameters are reset(310,312). If the measured alterations are indicated in increasing direction by processing related data, a next measurement period is on standby(314,316).
