A constraining green sheet and a manufacturing method of a multi-layer ceramic substrate are provided to reduce a contraction rate and a residual carbon content. A constraining green sheet(25) includes a first constraining layer(25a) and a second constraining layer(25b). The first constraining layer has a surface positioned on a multi-layer ceramic substrate and is composed of a first organic binder(24a) and a first inorganic powder(22a). The first inorganic powder has a first grain size. The second constraining layer is bonded to a top surface of the first constraining layer and is composed of a second organic binder(24b) and a second inorganic powder(22b). The second inorganic powder has a second grain size larger than the first grain size. The second constraining layer has the same or a lower powder filling density in comparison with the first constraining layer.
