A heater and a manufacturing method thereof are provided to extend a lifetime of a heating material by preventing a crack due to a temperature difference by controlling a power distribution of the heater. A heater includes an insulation substrate(110), a first heating material(120), a second heating material(130), and a conductive member(140). The insulation substrate has a heating surface. The first heating material is formed in the insulation substrate. The second heating material is formed in the insulation substrate over the first heating material. The conductive member series-connects the first heating material to the second heating material. The first and second heating materials are patterned in a concentric planar shape. The first heating material is densely formed at a center and an outer portion of the insulation substrate. The second heating material is densely formed on an inner portion of the insulation substrate.
