A construction method of a cast-in-place concrete underground structure, an outer form-cum-panel member used for the construction method, and an installation method of the panel are provided to evade an excavation space by installing an outer form-cum-panel member, which improves pull-out capacity of an earth retaining pile and satisfies friction reduction efficiency having no influence to a structure, load carrying capacity as a form, and water permeability and corrosion resistance of a side wall of an underground structure, in contact or close to an earth retaining pile. A construction method of a cast-in-place concrete underground structure comprises the steps of: installing an earth retaining pile and excavating earth; constructing an outer form-cum-panel member(102b) having the opposite side of the earth retaining pile having frictional resistance below 0.05N/mm^2 and the other side having concrete bonding strength above 0.01N/mm^2, and having water permeability and corrosion resistance into contact with the earth retaining pile; inserting a panel member supporting square bar(119) and a location adjusting member(120) between the earth retaining pile and the outer form-cum-panel member; installing an inner form-cum-panel member(103) to the inside, and fixing the inner form-cum-panel member and the outer form-cum-panel member temporarily using an auxiliary member; placing concrete between the outer form-cum-panel member and the inner form-cum-panel member; and unifying the concrete with the outer form-cum-panel member, and drawing out the earth retaining pile.
