It is possible to distribute image data having little noise to a client and reduce the video disturbance displayed at the client side. A camera server (3) distributes image data on an image captured by an imaging element (imaging sensor) (25) of a camera device (2) to a client (5) via a network (6). The camera server (3) includes data selection means (38) which outputs image data to the network (6) side if the image data is judged to be predetermined image data, and does not output the image data to the network (6) side if the image data is judged to be other than predetermined image data.
