An operating element for receiving an instruction about the reading rate and order of stored data from an operator, comprises a rotatable operation disc portion (38) provided at one end of a rotating shaft (40) and receiving rotary operation by the operator, a sensor substrate portion (34) fitted over the rotating shaft (40) and provided with a sensor pattern (44) for detecting the capacitance on a plane opposing the operation disc portion (38), and a conductive cover portion (36) provided between the operation disc portion (38) and the sensor substrate portion (34) so as to cover the sensor pattern (44) and to bend when the operation disc portion (38) is depressed, and set at the ground potential.
