PROBLEM TO BE SOLVED: To provide a remover to remove the objects produced by discharging after static charging of an image carrier and an image forming device using it in a simple configuration. SOLUTION: This remover has a discharge derived product holder 265 which is formed as an endless belt in contact with an image carrier 21 forming electrostatic latent images on its surface and has a surface to hold the discharge derived products formed following the static charging of this image carrier 21, and an elastic rotating roller 260 which has an elastic layer 263 on its surface to turn the holder 265 by the contact of the elastic layer 263 and the inner periphery of the holder 265. A non-contact area R<SB>0</SB>is formed between the inner periphery of the holder 265 and the outer periphery of the elastic rotating roller 260 where they are not in contact with each other when turning.
