PROBLEM TO BE SOLVED: To provide a method of drilling a through-hole in a workpiece peripheral wall and a drilling device which can prevent burrs from occurring on the inner peripheral surface of a tubular unit, are high in productivity, and can significantly reduce processing cost. SOLUTION: The drilling device comprises one 20 of dies for processing a workpiece 10, a feeder means 81 for sucking the workpiece 10 and feeding it to the die 20 while holding it so as to be able to slide in a punching direction, a punch 30 protruding shorter than the thickness of the peripheral wall from a rod-like cored bar 32 held in a cantilever form so as to be inserted into the inside of a tubular unit, and a pressurizing means 50 for relatively pressure-moving the punch 30 via the cored bar 32 in a direction of approaching the die 20 to thereby drive the punch 30 into the peripheral wall from the inside of the tubular unit, cause shearing and breaking, and drill a through-hole 70.
