PROBLEM TO BE SOLVED: To provide a cleaning device which achieves an improved cleaning performance by applying a cleaning liquid, while keeping the cleaning device simplified, as much as possible, in removing a toner on a member to be cleaned, and by which the cleaning liquid including the toner recovered by the cleaning can be reused for cleaning with a small load on the device, and to provide an image forming device. SOLUTION: The cleaning liquid, to which an electric charge is provided beforehand, is applied to a member to be cleaned; and at the same time, electric field is applied, and the cleaning liquid is separated into a toner and a carrier liquid so that the carrier liquid-rich cleaning liquid is given to conduct cleaning of the toner.
