PROBLEM TO BE SOLVED: To provide a communication relay apparatus which makes a traffic occupation tendency of a communication among positions fair.

SOLUTION: The multipoint switching apparatus to be the communication relay apparatus constitutes a wide band network by connecting a position A of contract communication band 100 Mbps, a position B of contract communication band 2 Mbps, a position C of contract communication band 2 Mbps and a position D of contract communication band 2 Mbps, for example. All input traffics output from "Port = x" indicating a port of the position B are band-limited to "2 Mbps" equally in advance by limiting the traffic obtained from the position A from "100 Mbps" to "2 Mbps". As all occupation ratios of the input traffics obtained from each position of output traffics converge equally and the traffics from all positions are fairly communicated.
