<p><P>PROBLEM TO BE SOLVED: To prevent end lock while enabling the winding of a seat belt to a maximum when an occupant unfits the seat belt. <P>SOLUTION: When an occupant unlocks a tongue and a buckle to unfit a seat belt, a spool firstly retracts the seat belt with a small retracting torque consisting of only the spring force of a main spring Sm. When a predetermined time is elapsed from the unlocking time point of the tongue from the buckle, the seat belt is retracted to a maximum (completely) by a large retracting torque by the resultant force of the respective spring forces of the main spring Sm and an auxiliary spring Ss. When the seat belt is completely retracted, the belt retraction speed is reduced, and an impact when stopping the rotation of the spool is reduced.
