<p><P>PROBLEM TO BE SOLVED: To simplify a structure of an operating device capable of independently operating a plurality of steering wheels. <P>SOLUTION: When the current is supplied to an electromagnetic clutch 14, a base plate 15 is relatively displaced with respect to an end plate 12, and abutted on each other. Thus, an engagement part 11c of each steering wheel 11 is disengaged from a fixed hole 15c formed in the plate 15. Thus, each steering wheel 11 is independently turned by a driver. On the other hand, when the current to the clutch 14 is shut off, the plate 15 is relatively displaced and the plates are separated from each other. The engagement part 11c of each steering wheel 11 is engaged with the fixed hole 15c, and each steering wheel 11 is collectively locked.
