PROBLEM TO BE SOLVED: To provide a data communication support apparatus capable of reducing the amount of control information to be exchanged for data communication, and saving utilization of transmission resource. SOLUTION: The apparatus 100 supports data communication between a configuration means 110 and a data processing means 120 based on cross layer optimization. The configuration means 110 functions effectively for management of data communication between them based on a plurality of states of the data processing means 120 or at least one additional data processing means 130. A modeler 140 contained in the apparatus 100 simulates the data processing means 120, and minimally takes a subset of the state of the data processing means 120 or at least one index specific to the state from the received model parameter having a smaller amount of data in comparison with state data describing the state data.
